Millennium goal 4 (target  05) is about the  reduction of mortality amongst children under 5.

 

The following indicators were chosen :

 

Indicator 13 : Under-five mortality rate. (UNICEF)

Indicator 14 : Infant mortality rate. (UNICEF)

Indicator 15 : Proportion of 1 year old children immunised against measles. (UNICEF)

 

During your analysis of the Plan of  Implementation, Goal 4 (target 05)  it was seen that most deaths are due to causes complementary to the diseases themselves , such as hunger, hygiene, smoke in and around dwellings, and the lack of simple accessories.

 

Actions under integrated development projects under the Model include :

 

Hygiene education courses for women and in schools. (Details : Block 4, section 2, 1. Health clubs.)

Availability of clean drinking water and complete sanitation structures. (Details : Block 4, section 5, 01. Drinking water structures : organisation ;

Immunisation against measles is, on the other hand NOT COVERED.

 

1. Opinion.

 

On one page make a list of the three indicators for  Millennium goal 4 : Reduce child mortality. .Next to them write your evaluation of how they are covered under integrated development projects. At the bottom of the page, write your conclusions.. Bear in mind that Millennium Goal 3 applies at the national level, while individual integrated development projects under the Model apply to areas with +/- 50.000 inhabitants. To attain national coverage, about 20 projects for each 1.000.000 people must be set up. 

 

Note that immunisation against measles is not recognised under the Model. Neither are vaccinations against other diseases. On this subject refer to  your

On pages 95—97 of its report Making the MDGs Work for All UNIFEM adds some extra indicators to target 05  (Millennium goal 4) :

 

«4.a Increase the number of men sharing responsibility with women for the care and health of under-five children.

4.a.1 Men as a proportion of those bringing under-five children to health clinics, by sex of child (from clinic records).

4.a.2 Number of men aware of health and immunization requirements for under-five children (from MICS).

 

4 b Sex-disaggregated data on infant mortality and data disaggregated by sex and age for child mortality are available and used in analysis and monitoring.

 

4.c Increase in evidence-based policies and programmes building on analysis of the factors leading to higher mortality rates for female infants and under-five girls.

4.c.1 Number of studies of the factors leading to higher mortality for female infants and under-five girls.

4.c.2 Number of new policies and programmes addressing the issue.

4.c.3 Development of indicators for monitoring the effectiveness of these policy and programme responses.

4.c.4 Attendance of under-fives at clinics and hospitals, by age and sex of child.

 

4 d Increase in evidence-based policies and programmes building on analysis of the factors leading to sex selective abortions of female foetuses.

4 f. Increase in policies and programmes that specifically target adolescent and young mothers, poor or minority mothers, refugee or IDP mothers in crisis or conflict situations, as relevant to the particular country context.

In the third column show whether the indicator in question could be included in integrated development projects. In the fourth column show the indicators you think cannot be included. In the fifth column make your comments (a few words next to each item are enough). Write your conclusion at the bottom of the page.

 

In the course of your analysis of Millennium Goal 3 and its  relationship with the Plan of Implementation of the Millennium Goals the importance of the following factors was underlined:

 

-investments in infrastructures to reduce the time dedicated by women and girls on unpaid work and care

-guaranteeing the rights of women and young girls to property and inheritance.

-elimination of the inequality in jobs through reduction of the dependence of women on informal activities, the reduction of salary differences between men and women, and reduction in job segregation (concentration of men and women in different occupations and industries and above all the concentration of women in the worst-paid occupations and industries)

 -elimination of violence against women and girls.
